I just got off the phone with Moscow.
Things have become more complicated. A couple of years back, in Naberezhni Chelni (a city in Russia), the Jewish community got fed up with their corrupt president, and organized a reelection.
The president lost of course, but several days after the victory the old president sued the community for lots of money, plus a demand that he be reinstated as president.
His reasoning:
The Ustav (charters) of the community, in which protocol is decided how the community will run and of course, who is considered a member of the community, who can vote etc.
Moscow has a basic Ustav they send to every community, and if a community changes the Ustav, they send Moscow a copy of the new one. This evil man changed the Ustav, but didn't tell Moscow.
He won the courtcase, since according to the charters of the community, most of the people who voted weren't allowed to. (And now there was a different person sitting in HIS office, of course).
The Federation is worried that Yefim did the same thing. They don't have a copy of the new Ustav (and they know a new one was made). So we have no idea who is allowed to vote. This complicates matters, and means that more time will go by, since we are now asking the authorities for a copy of the Stavropol Ustav, which is totally legal (anyone is allowed to see it), but will take time.
As you can guess, Yefim isn't showing the new Ustav to ANYONE.
