Whoever came up up with the word "vibrant", must be getting tons of royalty checks from Chabad alone.
Every Chabad house is described as having "a vibrant community". I think it's one of those words that Lubavitch kids know before they learn what a 'notepad' is.
Stavropol obviously is a vibrant community.
