I came across this one at work while posting it online.
I've come across many stamps that have been fascinating for me, like a Rambam one, a beis hamikdosh one (both from Antigua & Barbuda, where there isn't even a shliach), and my conclusion is that a Lubavitcher prints stamps for the countries.
